“党群服务点”接通服务群众“最后一公里”

为打造具有新疆特色的城市基层党建工作格局，独山子区金山路街道第五社区创新思路、强化措施，全力构建开放、集约、共享的党群服务阵地体系，通过三项举措，接通服务群众“最后一公里”。

打通“神经末梢”。根据社区辖区商业网点多的实际，优选3家以上党员经营户，设立党群服务点，将社区党群服务中心的部分功能向党员群众身边延伸，把党群服务点建成“联系群众的纽带、宣传群众的园地、服务群众的平台”。同时，不断探索建立党员服务管理新机制，切实把党建服务点建设成为展现党员先锋模范作用、志愿者奉献精神的实践基地。

贯通“联系纽带”。以满足党员群众个性化、共性化服务需求为出发点，为党员群众提供精巧细致的服务内容。建设宣传园地。坚持以党建为引领，在社区党建服务点内放置党报党刊，开展自主读报学习活动，定期更新，传递正能量，增强党的影响力和号召力。建设沟通平台。通过经营户党员“零距离”与党员群众交流，掌握民情民意，把党的工作根植于社会的最小空间，有效扩大党组织的覆盖面，激发社会治理活力。建设服务窗口。为党员群众的“微心愿”提供“微服务”，打破社区党群服务的空间局限，使党群服务点成为党员群众的交心平台、社区的服务窗口。

疏通“群众难点”。将党群服务点建设作为推进城市基层党建的重点工作，列入年度工作计划，制定阶段计划目标，确定责任人和责任时限，确保工作扎实落地。建立社区班子联系服务机制，通过定期前往党建服务点开展走访，切实掌握民情民意，变群众“上访”为领导“下访”，化“被动”为“主动”，做到化解民怨，赢得民心，提升社区党组织的辐射力和影响力，确保让党建活动接地气、有灵气。
